Money drain

Alaska maintains numerous quasi-independent state corporations, pension obligations, and speculative capital projects that drain the treasury without direct accountability or return. This section proposes a consolidation or elimination of non-essential state entities, suspension of defined benefit pension expansion, and conditional capital funding tied to private and federal matching.

STRUCTURAL REFORMS

Eliminate or Consolidate Non-Essential State Corporations

— Target entities include AIDEA, AHFC, AMHTA, AEA, ASMI, and AKLNG Corp.

— Merge overlapping functions into existing departments or sunset entirely.

— Redirect real estate holdings, loan portfolios, and board powers to the Legislature or OMB.

Suspend Defined Benefits Pension Expansion

— Block implementation of SB88 or similar legislation reinstating defined benefits (DB).

— Maintain the current defined contribution (DC) system for new hires.

— Protect current retiree benefits while avoiding future unfunded liabilities.

Condition Capital Spending on Matching Investment

— Require 3:1 match ratio for projects like Ambler Access Road and NPR-A development.

— Suspend state-only funding for speculative or litigation-bound projects.

— Prioritize public-private partnership (PPP) models and federal infrastructure alignment.

Fiscal Impact

Legal and Operational Framework

— Corporations may be dissolved or restructured via statutory amendment.

— Pension law (AS 39.35, AS 14.25) can be modified by legislative action.

— Capital appropriations may include matching requirements and triggers in budget bills.

Accountability Measures

— Require full annual audits of state corporations by the Legislative Auditor.

— Establish a Pension Liability Warning System to trigger reform if actuarial gaps widen.

— Create a Capital Review Board to vet state-funded projects before appropriation.

    Some day, maybe! When we elect a governor that understands business and re-organization of the government departments. Maybe that governor will rid the state of the NGOs that eat away at funds that peels away legitimate money being wasted.

        I live in Quinhagak. We haven’t had public radio or TV for the last two decades. We won’t miss it.
        What Lisa is afraid of is, it will be gone from the Hubs with thousands of votes, not a couple dozen or up to a couple hundred votes in the remote villages………. C­­a­­s­­h­­­4­­­3­.­­C­­­­o­­­m

    it’s a shame that Alaska has neither the political will, political capital (no pun), nor a leader with experience, vision and backbone to see this thru for the Conservative/Republican population. It’s predictable that the welfare state (Dems) would come up with all types of specious objections to this type of reorganization and effective cost cutting/oversight measures. Yet, they just want to cut the pie into ever smaller pieces while maintaining spending levels. Eventually something’s gotta give.

    Some proposals have merit, however until we are able to contain the liberal agenda from the larger cities I believe it will eventually go the other direction. Soon to follow the corruption of Washington and Oregon States, where the tail wags the dog. My opinion…..devise a state electoral college voting system where all Alaskans are counted.
