Governor Mike Dunleavy issued two new administrative orders aimed at ensuring Alaska’s government is more efficient and transparent, while cutting red tape regulations that are counterproductive to growth, investment and job creation.
Announced on Aug. 4, the first order establishes a Government Efficiency Review, requiring the Office of Management and Budget to lead a detailed annual review of all executive branch agencies – identifying cost savings, streamlining operations and modernizing processes to ensure every public dollar is spent wisely.
The order notes that state revenues are contingent on the price of oil, which fluctuates continually due to rapidly evolving geopolitical conditions.
“Public expenditures have nevertheless consistently risen year after year, even as oil revenues are falling due to global events such as OPEC’s December 2024 decision to increase output,” the order states. “The State of Alaska’s savings accounts now hold only enough reserves to fund seven months of government operations.”
One of the stated goals of the order is “eliminating waste, and eradicating preferential spending on diversity, equity, and inclusion.”
Dunleavy highlights that state spending must be constrained.
“The constitutional spending cap has proven ineffective at limiting the State’s ever increasing annual budgets and there is presently no other mechanism to constrain spending,” his order states. “At the same time, proposals for new revenue measures, such as taxes, threaten to diminish the climate for private sector investment in Alaska and thereby endanger job creation.”
To fight the ever-growing expenditures, the governor’s order will initially focus on grants that are issued to non-state entities and accounts payable. Agencies will also be required to use technology and artificial intelligence to improve transparency and accountability in how public money is spent.
“A review of annual expenditures for accountability is a basic management practice that should be performed routinely by every organization and is done annually in the private sector,” Dunleavy’s order maintains. “The State of Alaska has a fiduciary responsibility to its citizens to be good stewards of their resources, including making sure funds spent annually are promoting the efficient delivery of government services to Alaskans.”
“Alaskans expect their government to deliver essential services in the most efficient and responsible way possible,” Dunleavy said. “This order ensures we prioritize critical needs, eliminate waste, and safeguard the state’s financial stability.”

The second order launches comprehensive regulatory reform to reduce unnecessary burdens on Alaskans and their businesses. The order requires state agencies to review, streamline and reduce existing regulations by 15% by the end of 2026 and 25% by the end of 2027.

Key elements of the order include:
— Streamlining permitting processes across the Department of Natural Resources, Department of Environmental Conservation, and Department of Fish and Game.
— Establish clear permitting timelines with automatic approval if deadlines are missed.
— Posting all agency guidance documents on the Alaska Online Public Notice System.
— Compiling a State Unified Regulatory Plan each year to ensure consistency and transparency across agencies.
“Alaska must compete on the world stage,” Governor said. “This order eliminates unnecessary red tape, modernizes permitting, and promotes accountability – while maintaining strong protections for our people and environment.”
Both orders take effect immediately and apply to all executive branch agencies, boards, commissions, and public corporations.

The Governor has NEVER cut the PFD. He does not have the authority even if he wanted. He has actually fought for full PFD. Not sure where you are getting your information but it is incorrect.

I tried to catch Gov Dunleavy’s ear about the egregious waste and fraud in state government that that I’ve witnessed first hand. The results? Meh! Not interested. I know a carpetbagger when I hear one. Too little too late gov.

A lot of skepticism here, The man is doing the right thing, whether he hasn’t in the past, or you don’t believe he will do it at all. Well, he signed two executive orders that say different, we can’t do the right thing due to the incompetence of our Democrat run congress; “spend baby spend”! Even if you don’t have it. In addition, about the last thing we need is more red tape and regulation. Instead of the woke agenda, we will have the merit based employee. The schools are a joke, they’ll have a whole page in their history books about Harriet Tubman, an a mere paragraph on George Washington, the founding Fathers, and the formation of our Constitution. Our priorities are skewed by woke agendas, and these priorities are twisted across the board. It’s no wonder Alaska is near the bottom, when it comes to having educated children.
He’s on the right path, we need to live within our means, get rid of woke, and if you get the job it will be on merit, your hard work, knowledge, and education. Not because we don’t have enough women in that job, or not enough color, but because you are the best man or woman for the job regardless of color. Yeah, he’s going the right direction, and no matter what he’s done in the past you didn’t like, we need to get behind this agenda.
